Job Description : Announcement # 2022-057 Issue Date: 03-02-22 Closing Date: 03-22-22 Professional Engineer II Engineering Department of Natural Resources Hourly Wage: $37.14/Regular/Full-Time The Professional Engineer II will serve as a Project Engineer during design and construction projects. The incumbent will be responsible for planning, survey, design, and construction of a wide variety of projects for the Yakama Nation. Projects will include, but are not limited to: roadway construction and maintenance, water and sewer lines, housing subdivisions, storm runoff, and irrigation structures. Will oversee construction contracts ensuring adherence to plans and specifications, including lines and grades, specifications, material quality, material quantity, material testing, and all other contract records. Will be instrumental in writing, bidding, awarding, and monitoring of planning, surveying, design and or construction contracts. Examples of Work Performed: Analyze survey reports, maps, drawings, aerial photographs, and other topographical or geological data to plan projects. Prepare plans, specifications and estimates for roadways, water, sewer, storm, safety, other roadway features, and irrigation facilities. Conduct studies of traffic patterns or environmental conditions to identify engineering problems and assess the potential impact of projects. Direct construction, operation, and maintenance activities at project site. Direct and participate in surveying to lay out installations and establish reference points, grades and elevations to guide construction. Estimate quantities and cost of materials, equipment, and labor to determine project feasibility. Inspect project site to monitor progress and ensure conformance to design specifications, safety and sanitation standards. Plan and design transportation or hydraulic systems and structures, following construction and government standards, using design software and drawings. Prepare and present public reports, such as bid proposals, deeds, environmental impact statements, and property Right-of-Way descriptions. Provide technical advice regarding design, construction, or program modifications and structural repairs to industrial and managerial personnel. Test soils and materials to determine the adequacy and strength of foundations, concrete, asphalt or steel. Abide by Yakama Nation Rules and Regulations. Knowledge, Skills and Abilities: Knowledge of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and construction of roadways and irrigation facilities. Knowledge of design techniques, tools and principles involved in production of precision technical plans, blueprints, drawings and models. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, modeling, leadership technique, production methods, and coordination of people and resources. Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways, roads, waterlines, sewer lines and other infrastructure. Knowledge of physical principles, laws, their interrelationships, and applications to understanding fluid, material, and atmospheric dynamics, and mechanical and electrical apparatuses. Skills in mathematics to solve problems. Skills in analyzing needs and product requirements to create a design. Skills in communicating effectively in writing as appropriate for the needs of the audience. Ability to analyze engineering design problems, test data, numerical or statistical data to determine feasibility, cost, or time for a project proposal. Ability to use personal computer for design, drafting, modeling, developing or maintaining databases to provide analytical assessment of engineering data. Ability to test materials or solutions, evaluate material specifications, judge soil condition to prepare technical reports or related documentation. Ability to travel to seminars, conferences and specialized trainings to enhance skills specifically related to working at the Yakama Nation. Ability to work in an office environment as well as outside on project sites. Outdoor activities often are in times of inclement weather both extreme hot and cold conditions. Ability to work extended hours as required, as projects and workload dictates. Ability to work on project sites where ground is rough, loose, unstable, and muddy. Minimum Requirements: Bachelor’s Degree in Engineering or related field. Four years of roadway related engineering experience. Must have experience in planning, design, construction, contract development, and construction management. Required to pass pre-employment drug test. Must possess a valid Washington State Driver’s License with the ability to obtain a Yakama Nation Driving permit. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply. Must be a Professional Engineer, or eligible to be registered in the State of Washington. If not currently registered in Washington, registration must be achieved within six months of employment.
