For more information about the Department of Transportation, please visit http://dot.sd.gov. This position works in the concrete section of the DOT’s Central Materials Laboratory. Responsibilities include, but are not limited to, directing and performing highway construction material testing, requiring knowledge of civil engineering technology; providing work direction to staff; prioritizing and assigning tasks; explaining methods and procedures to staff and contractors; and inspecting and recording work results to ensure activities are completed according to project plans, specifications, and department guidelines. Additional duties include: managing the cement laboratory that performs testing on highway construction materials associated with portland cement concrete. Construction materials include portland cement concrete, aggregates, portland cement, flyash, curing compound, and reinforcing steel; performing the required proficiency sample testing within acceptable standards necessary to maintain lab accreditation. The cement laboratory is AASHTO accredited. Accreditation includes keeping documentation records for test equipment maintenance and calibration; assisting in other central laboratories; teaching testing procedures during training courses; performing annual onsite inspections of the four SDDOT Region laboratories. Work assignments are performed both indoors and outdoors. Indoor work is in a materials laboratory with exposure to dust, chemicals, noise, and hot materials. Outdoor duties are performed at suppliers’ facilities and on construction projects. Outdoor working conditions include work in all-weather types, around traffic, and heavy construction equipment. Physical dexterity is required to perform highway construction material testing in both indoor and outdoor environments. Limited overnight travel and some longer work days can be expected. Licenses and Certifications: Certification in one or more materials testing areas and/or one or more inspection areas is required within the first year of employment. Further certification areas will be determined by the supervisor according to job responsibility and needs. Required certifications must be maintained for continued employment. Classes and training in the certification areas are provided through the Department of Transportation. Incumbent must have a valid driver’s license. The Ideal Candidate Will Have: Associate degree in civil engineering technology or a related field and experience in highway construction materials testing. Knowledge of: civil engineering technology practices (preferred but not required); materials used for highway construction. Skill to: operate, calibrate, and maintain materials testing equipment (preferred but not required); accurately perform mathematical calculations; operate computers and use Microsoft Office products; communicate effectively. Ability to: display high standards of ethical conduct; attend to details of assignments and complete work properly, accurately and thoroughly; display a high level of effort and commitment towards completing assignments and goals; set priorities, schedule activities, acquire resources, and monitor progress to ensure the successful completion of projects and assignments; work cooperatively with others and promote a friendly work climate in order to achieve shared goals; treat customers courteously and be responsive to their needs; use arms, legs, and back to safely move, drag, and lift 30 pounds frequently, up to 50 pounds occasionally (without assistance), and 100 or more pounds infrequently (with assistance); sit or stand for extended periods of time.
