|Job Description :||The HSE Site Manager for the Coating Additives Chester, SC facility reports directly to the Plant Manager and has the site HSE Specialist role as a direct report. There is a functional reporting relationship with the Coating Solutions Platform (CSP) HSE Regional Leader. JOB DIMENSIONS The HSE Site Manager is responsible for the Chester site’s HSE program, metric performance, immediate response assistance, internal communication elements and programs aimed at compliance with applicable local and federal regulatory standards. The role also serves as the primary contact for the Chester location for inquiries, surveys and inspections related to HSE topics generated by stakeholders including Arkema DSEG, KOP, local or state agencies and authorities. KEY ACTIVITIES AND RESPONSIBILITIES Supervisory and Management Systems – 20%Direct Supervision and oversight of onsite team including the current HSE Specialist role.Serve as Primary HSE Contact point for Chester site for immediate response, internal communication and programmatic issues for all Arkema Internal and third-party external stakeholders (media, agencies et al).Maintain and improve Quality, Environmental, and Safety management systems in accordance with applicable standards, such as ISO 9001, 14001 and OHSAS 45001 and other ISO certifications as directed by corporate.Schedule, participate, and conduct internal and third party audits and inspections (Process Safety Management, Risk Management Process, Insurance, ISO, Legal Registry, Chester Sewer District Pretreatment inspection, NSF Product Certification, Customer audits, Department of Transportation Federal Railroad Administration, FAA) ENVIRONMENTAL – 50%Oversee the site’s environmental program execution to meet requirements associated with site permits (air, wastewater, hazardous waste, storm water and wastewater construction permit) including permit renewals.Coordinate, manage, implement, and maintain facility-wide Environmental policy compliance programs and policies and assist the Plant Manager in assuring compliance with all federal, state and local environmental regulations, including but not limited to air quality, land and water pollution control, and hazardous and solid waste management by understanding Federal and State Environmental regulations and monitoring regulatory changes as they occur. Facilitate implementation of corporate driven environmental improvement initiatives.Assist state and federal regulators during plant site inspections. Serve as a focal point for regulatory agency and corporate environmental audits.Collaborate with plant personnel to verify control measures are being incorporated and routine monitoring is being completed. (Legionella analysis, LDAR, storm water inspection etc.)Support corporate/plant engineering to implement engineering controls to minimize safety and occupational health hazards and to operate pollution control equipment in compliance. Compile, manage and maintain records/logs of all requirements and monitor compliance tools. Oversee regulatory and corporate reporting such as but not limited to: REED, TRI, Tier II, PSM, DMR, OSIL, PMN, EFPI, Optimo, POTW, Waste Minimization, Waste Recycling and Homeland Security. Promote Environmental awareness through internal company memoranda, newsletters, and/or specific training programs. Accountable for communicating regulatory and permit requirements to plant personnel to ensure a thorough and comprehensive understanding of key operating criteria and thresholds.Update environmental risk assessment documentation as necessary.Coordinate external communications for the stakeholders, including suppliers, customers, and other agenciesMaintain current certification as South Carolina Erosion Prevention and Sediment Control Inspector SAFETY – 30%Coordinate incident investigation meetings Incident Investigation / Root Cause Analysis.Facilitate and participate in process review (such as process hazard analyses, etc.)Crisis Management Cell Member during site evacuation emergencies and drills.Conduct compliance inspections and surveys to identify safety and health deficienciesOversee and assist in preparing health and safety procedure presentations for employee meetings. Coordinate, manage, implement, and maintain facilities Site Security PlanServe as Assistant Site Security Officer under CSAT. (Homeland Security)Oversee or facilitate corporate/facility QEHS monthly reportingConduct safety briefings, environmental and safety training classes and professional development classesOversee and participate in Pandemic screening processParticipate in Pre-Startup Safety Reviews (PSSR’s) as a Health & Safety SME and highlight actions needed to comply with plant policies. Provide safety oversight and issue resolution for major projects and turnarounds. Assist in setting the housekeeping standard for the plant. Audit work areas weekly, and provide timely feedback on any deficient conditions so they are promptly addressed.Provide input to the site’s Emergency Response Plans, and assist with execution, including assisting with pre-storm planning and communication during severe weather (hurricane, flooding and freezing) events. CONTEXT AND ENVIRONMENT Travel up to 20% possible to regional CSP & Arkema locations. Supports the site HES policy and complies with all regulatory and internal requirements.Participates in site and Arkema Inc. HES activities (e.g., Behavioral Base Safety, ESSENTIALS etc.).Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents. REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCEBachelor’s Degree (BS) in Chemical or Environmental Engineering, Environmental Science, Occupational Health & Safety or related and equivalent technical degree.Minimum of 5-7 Years of plant operations experience with understanding of HSE programs and processes.Previous supervisory/leadership experience.Must have excellent verbal and written communication skills. Must be comfortable and proficient with computers and computer systems. DEMONSTRATED COMPETENCIESProven leadership of teams, projects, etc.Good verbal and written communications skills to communicate effectively with the hourly workforce, the plant day staff, contract employees, and other plant and company leaders.Ability to prioritize work and meet deadlines.Solid judgment and problem analysis skills are required.Experience with developing or implementing health and safety systems & policies.Highly motivated team player able to work at a fast pace.|
