The Department of Natural Resources has an opening for an Environmental Engineer in the Water Supply Engineering Section of the Water Quality Bureau. Primary job responsibilities consist of the technical review of construction permit applications for public drinking water supply engineering projects including: plans and specifications, preliminary engineering reports, corrosion control studies, chemical feed facilities, treatment plants, distribution systems, storage facilities, design waiver requests, anti-degradation analyses, as-built projects, and viability assessments to ensure technical, managerial, and financial viability. In addition, the successful candidate will review rural water system water main projects, help with implementing various aspects of the Safe Drinking Water Act, and provide guidance and training to various internal and external stakeholders. Other duties will include managing Drinking Water State Revolving Loan Fund (DWSRF) projects and providing technical assistance to internal and external stakeholders. Essential Functions Applies state design standards, engineering principles and engineering practices dealing with municipal drinking water treatment and distribution design and operation. Review technical, administrative, and regulatory documents to assure projects comply with DWSRF and permitting requirements. Performs detailed project technical review and prepare comments for projects. Performs complex civil and environmental engineering calculations. Utilizes education, knowledge, experience and understanding of civil and environmental engineering principles to perform duties. Works independently with minimal supervision. Communicates fluently and tactfully both written and oral in English to communicate with permit applicants, water operators, consulting engineers, the public, and all other internal and external stakeholders. Prepares and makes technical presentations to stakeholders. Travels to remote sites for meetings and inspections driving a state vehicle or personal vehicle and mobility to inspect construction sites in rugged terrain. Demonstrates initiative, customer service and is team orientated, along with displaying high standards of ethical conduct and respect. Adjusts to change, work pressures or difficult situations without undue stress. Manages many projects and issues adequately without undue stress. Listens and communicates effectively to see other’s points of views and roles. Critical Job Competencies The candidate must hold a Bachelor of Science degree in Engineering. Preference will be given to those with related work experience in design and/or design review of drinking water distribution and treatment systems. A valid Class C drivers license is required in order to drive a state vehicle or personal vehicle and travel for job duties. The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). Selectives 973 Limnology Six months’ experience or nine semester hours in a combination of limnology, aquatic ecology, or other water science coursework that provide the applicant with the following: Knowledge of the chemical constituents and physical properties of freshwaters. Understanding of the ecology of lotic and lentic ecosystems and basic familiarity with the aquatic plant and animal groups of these ecosystems. Ability to summarize and interpret water quality data from lotic and lentic systems OR 650 Sanitary Engineering 6 months’ experience, 12 semester hours, or a combination of both in the engineering discipline concerned with the improved sanitation of human communities – such as assuring a supply of healthy drinking water, treatment of waste water and removing garbage from inhabited areas. OR 182 Environmental Engineering 6 months’ experience, 12 semester hours, or a combination of both in the area of engineering that is centered on the technology concerned with the reduction of pollution, contamination, and deterioration of the surroundings in which humans live. OR 093 Chemical Engineering 6 months’ experience, 12 semester hours, or a combination of both in the mass production and knowledge of the processes involved in the mass production of chemicals. Minimum Qualification Requirements Graduation from an accredited college or university with a Bachelor’s Degree in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, Biomedical, or Public Health Engineering; OR Licensure as a Professional Engineer by the Iowa Board of Engineering Examiners.
