Salary Range: $82,740.00 – $145,680.00 annually (determined by function, education, experience, and qualifications of the applicant)
Work Location: Pueblo Chemical Depot — Pueblo, CO. Unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check (NAC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit, able to work safely, and wear negative pressure respiratory protection. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Role Overview
Integrates safety and health issues and requirements into planning documents, reports, plans, schedules, and subcontract packages. Has technical responsibility for interpreting complex OSHA and DOD requirements, evaluating and applying appropriate health and safety principles, while formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with requirements. Provides technical assistance to other safety professionals, work control, operations, and maintenance in a conduct of operations-based environment during systemization and operations.
Responsibilities:
Provides input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements.
Provides technical support to safety studies, health assessment studies, and project risk assessments.
Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and operations personnel as assigned.
Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite ES&H representatives during construction.
Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost.
Drafts comprehensive ES&H procedures, project specific risk reduction plans, safety awareness training programs, and technical reports.
Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H procedures.
Calibrate and use safety and health instrumentation, recording data in accordance with records retention policies and procedures.
Qualifications and Basic Skills:
Basic Qualifications:
Level One:
Bachelor’s degree in Environmental Safety and Health or related science/engineering from an accredited college or university, plus 6 years of relevant work experience is required. In lieu of a degree, 12 years of relevant work experience is required.
Must be a US Citizen.
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)
Practical work experience in office settings (e.g., managing safety and health programs, budgets, and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
Level Two:
Bachelor’s degree in Environmental Safety and Health or related science/engineering from a regionally accredited college or university, plus 9 years of relevant work experience is required. In lieu of a degree, 15 years of relevant work experience is required.
Must be a US Citizen.
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)
Practical work experience in office settings (e.g., managing safety and health programs, budgets, and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
Minimum Qualifications
Knowledge of safety and health procedures, engineering systems, principles, and methodologies.
Knowledge of national safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
Basic knowledge in air sampling and use of direct reading instruments
Knowledge of engineering and construction systems, methods, and work processes.
Knowledge of planning, estimating, procedures, and execution.
Experience in managing and/or providing technical oversight of safety and/or health.
Knowledge of planning, procedures and execution in a highly regulated environment.
Experience in the use of Maximo© system for work control and release.
Experience in Conduct of Operations.
Experience in exposure characterization, report writing, database entry, and interface with occupational medical personnel.
Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.
Advanced knowledge in a field of science, process engineering, or related discipline.
Preferred Qualifications
Knowledge of Bechtel standard computer applications.
Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
Skilled in oral and written communication.B
Bachelor of Science degree in the sciences from a regionally accredited institution.
5 years of Bechtel or Bechtel LLC experience on a RCRA permitted facility.
Have the ability to obtain BCSP Certified Safety Professional or ABIH Certified Industrial Hygienist within 12 months of hire
This is a long-term assignment. Hours are from 6:30am — 5:00pm, Monday — Thursday. At times, this position will require over-time hours and or shift work on a rotating shift schedule (DuPont Schedule: up to 12 hours on at a time, rotating day and night shifts).
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.
