The Capital Projects Engineer will supervise and collaborate with junior engineering technicians, project managers and construction inspectors on the design, development, and coordination of infrastructure and capital projects. The successful incumbent will contribute to the vision of the City, support the Public Services Department, and develop subordinates. The desired Capital Projects Engineer will complement a positive culture that is part of the great work environment at the City of Jacksonville.The Capital Projects Engineer performs difficult professional and administrative work leading the planning, design and construction of City capital and maintenance projects; does related work as required. Supervision is exercised over division personnel.Learn more about what makes this an exciting opportunity by clicking HERE.Essential Functions/Typical TasksPlanning, coordinating and leading engineering projects; leading the planning, design, construction and inspection of public facilities and projects; overseeing the preparation and maintenance of engineering maps, graphics, files and records.(These are intended only as illustrations of the various types of work performed. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)Manages and oversees the Engineering engineering designs, specifications, technical studies and reports, cost estimates, and other engineering and technical needs involving the City infrastructure systems of water, wastewater, streets, stormwater as well as Capital Improvement Projects.Plans, directs, manages and oversees the performance and review of planning, design, administration and construction work; including engineering drawings, plans, data research, computations, cost estimates, preparation of specifications and technical reports, schedules and contract documents for City funded Capital Improvement Projects.Oversees the review, approval and inspection of all privately-funded City infrastructure improvements installed by private developers.Conducts engineering evaluations and provides recommendations to other Department Divisions in the repair or operations of City infrastructure systems and equipment.Assists with the selection, negotiation and progress evaluation of professional consultants and other engineering services.Conducts performance appraisals of Engineering Division staff.Analyzes construction cost estimates, proposals, quotations and bids for City projects.Conducts long-range studies to determine future Capital Improvement needs including hydraulic modeling and inflow/infiltration analyses.Oversees Engineering Division’s Technical Review Committee members in evaluating development plans for water and sewer extensions, stormwater facilities and erosion control BMPs for compliance with City and State requirements.Provides technical advice to the City Manager and City Council in the design of major infrastructure projects.Participates with the Staff Professional Licensed Surveyor in project layout and plan design when required.Performs related tasks as required.Required Education and ExperienceAny combination of education and experience equivalent to graduation from an accredited college or university with major course work in engineering and more than 7 years professional experience in municipal engineering including 2 to 5 years administrative experience.Registration as a Professional Engineer in the State of North Carolina. Possession of anappropriate driver’s license valid in the State of North Carolina.Hiring Range is dependent on qualifications and experience for the position.Knowledge, Skills and AbilitiesComprehensive knowledge of the theory, principles, standard methods and practices of engineering and contract administration as applied to the development, construction and maintenance of water, wastewater, streets and stormwater systems; ability to plan, lay out and direct the work of professional and technical subordinates; ability to plan projects and prepare related designs, estimates and specifications; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to establish and maintain effective working relationships with City officials, other public officials or representatives, employees, contractors and the general public; skill in the use of engineering equipment and instruments; ability to prepare complex cost reports, and to prepare a departmental operating budget and other financial records and to monitor same.Equal Employment OpportunityThe City of Jacksonville is an Equal Opportunity Employer.
